An Apostille is a certificate that authenticates the origin
of a public document for example:
Birth
Marriage
Death Certificate
A judgment
Extract of a register
Notarial attestation
The Secretary of State may only authenticate and issue an Apostille for original certified copies issued by a Colorado notary, a Colorado county clerk and recorder, Colorado Secretary of State, Colorado State Archives, or Colorado vital records (Colorado birth certificates, Colorado death certificates, etc.)
A Noatary cannot certify a copy of a record that can be obtained from any of the following offices in Colorado:
A clerk and recorder of public documents
The secretary of state
The state archives
School Transcripts
Adoption papers
An office of vital records
A Colorado Notary cannot attest that a person is alive. If there is a request for proof of being alive, A solution is to revise the document so that it is the individual or someone else swears to or affirms and signs a written statement in the presence of a notary that the individual is alive. The notary can then notarize the statement. Check with the requesting country if this is acceptable.
